Client updates only by terrain area

Currenly we have map divided certain parts by terrain id and all updates in every area is send to every client.

No one can realize how much it does reduce all server lag if:

Only when player is about to enter on certain area, updates on that area are sent to only that player's client.

This can be quite closely connected on my feature request in: Title
